Right, they count the votes then report the results. The % reported means that is how many votes are official. The remainder has just yet to be officially counted and reported.

Its important to look per county also, some counties have way more people in them. If you see a case where a county with a big city has a high percentage reported already but there are a lot of rural areas yet to report fully then it will trend towards R as more reporting comes in.
