In pennsylvania I think they are going to use the last minute rule changes that were put in that only philadelphia is following. The rest of the state agree the changes violate existing law. They compare the list of ballots sent out to list of ballots returned. Then contact the people whose ballots are "missing" and correct the missing ballot. Then NC refuses to call the election until the 9 days is up. Never mind it is impossible for the mail in ballots to make up how far Biden is down.
