My thought was that democrat congress people like Ilhan Omar get in from these corrupt districts, and can never be unseated because they run things like a corrupt gang, with huge amounts of voter fraud to maintain their position.

I don’t know if the requirement for mandating voter ID can come from a body other than the house, but if there is any edge case...
If voter fraud is proven rampant, and therefore the lack of sufficient voter ID violates our constitutional right to participate in government, I would hope that between the Justice Department, the Supreme Court, etc., a remedy can be issued.
I’m definitely not an expert in this, so I welcome any kind of correction.

Voter ID can be voted on at the state level, see NC in 2018.
