Why does it seem like the MSM is the authority on calling the election? Shouldn’t there be some body of government responsible for reporting things like this that would have the information sooner and more accurately than they do? Could anyone that knows more about this stuff explain this to me?

The government has to be kept in check by outside sources. Trust me you don't want them to be the ones exclusively reporting it. And the MSM is simply too arrogant to declare themselves as the authority on calling the election. They are there to report and provide transparency, nothing more.

So like, who is actually in charge of reporting the totals of votes and such? Do the states/counties just count them up themselves and post the results or is there some sort of middle man between that information and the general public?

As far as I understand (and don't quote me on that) the media fills that role. The vote counts are most readily reported and updated by them, but since they are arrogant bastards, they think their role is beyond that.
