Even after the votes are in, you can try to track where they came from. With 600,000+ votes, plenty of logged votes which the voters never sent, and possibility for more votes than there were registered voters in certain areas. Also, must have used some communication system to organize the freeze and totals, possibility of NSA or other government agencies having the information
Much much simpler method (personal theory, no proof FWIW) - they track the number of mailed out Democrat ballots. Ballots received by the state are tracked. When John Doe, Jim Smith and Deshawn's ballots are not received, the DNC issues one voting straight ticket using their name. If John, Jim and DeShawn are too lazy to vote, they are probably too lazy to check (if its even possible) to see if someone has cast a ballot in their name.
The DNC probably has full bins of these ballots (based off of people that didn't bother voting in the last several elections), so they don't even need printing time. The one thing they do need is to know which Democrats haven't turned in a ballot.
They also need to know how many they need. If they submit 240, 000 too many ballots it becomes very suspicious. With Wisconsin, they knew they needed about 112-113K, so they used 120K to give them a safe, but still tight margin.
It is exactly what they did in Arizona before - massive number of ballots found, very skewed voting ratio, and somehow a "close" win by a few thousand.
They could have mailed out a copy, used the delay in counting and polls closed to see who had sent ballots back, and then filled out copies of ones which weren't sent back. That would also explain why they had to stop counting, because if someone sent back a ballot that was also faked it would appear as having been received twice and be instant proof of fraud.
