In WI counting is delayed because vote-counting machines ran out of ink. Why do counting machines need ink?? Are they actually printing ballots. WTF is going on? (media.patriots.win)

If you don't have any ink, you can't print fake ballots.
How can you count the ballots if you don't have any ink?
