How to ensure a fair election:

Receiving Mail-in Ballots

To request Mail-in Ballots, Identification must be used to satisfy the issuing officer that this is a legitimate request. The Mail-in ballot can ONLY be sent to the address to which you are registered to live at.

Returning Mail-in Ballots

Mail-in ballots must be received no later than 1 week prior to the Election (11:59:59pm on 10/27). (PER STATE/TIME ZONE). Mail-in ballots should be counted and recorded by no later than 11:59:59pm on 11/02. (PER STATE/TIME ZONE)

(The above ensures that if there are any discrepancies with who is capable of voting; these will get picked up in the next step on election night)

If you wish to change your mail-in ballot; you must contact the appropriate office requesting that you no longer wish to vote by mail, provide your details. This should be done by no later than 11:59:59pm on 10/27. (PER STATE/TIME ZONE). The office will take details to issue you with confirmation of the ballot being made void, both in paper, and digitally. Your mail-in ballot is now considered Void. To recast your vote, you must now VOTE IN PERSON. Identify yourself at your polling Station where checks will be made your previous mail-in ballot is accurately recorded as Void. You may now cast your Vote in person for your preferred candidate. Ballots cannot be registered 'Void' after 11:59:59pm on 10/27. (PER STATE/TIME ZONE).

(This ensures that any voters that change their mind can do so, but must be prepared to Vote in person in order to cast their renewed vote.)

Exceptions should be made with regards to Military personnel overseas ballots which CAN be counted if received after any earlier deadline.

Voting in person

Voters must present identification; no identification = no vote. If you had a mail-in ballot you registered as void, you should present paperwork/phone and the officers will check the records such that this ballot is Void (any discrepancies, you know what to do). With the formalities out of the way; cast your vote.

All (in-person) votes must be contained within the polling office by at the latest 11:59:59pm on 11/03.

The Counting process:

The count for mail in ballots must therefore declare: Number of Ballots for Candidates and Number of Ballots considered Void (All Void ballots must be issued with correspondence confirming that the Mail-in ballot is now void that is capable of being traced on Election day 11/03 should they desire to cast their vote in person, as iterated above). This must be recorded by no later than 11:59:59pm on 11/02 (The day before the Election)

The mail-in ballots are called Unilaterally for all mail-in votes at 9:00am (UTC-8.00) on 11/03, Country Wide.

The count for election day ballots must therefore declare: Number of Ballots for Candidates. Total Combined Ballots (and therefore outcomes) for each State. and Ballots Under Review (See Discrepancies)

The above should NOT be expected to take longer than 48 hours (Personally; I'd advise 24 hours) such that by close of play on 11/04 a definitive answer is called.

Discrepancies (Read: Fraud)

If you are counted as already having voted on Election day when you arrive to vote, this must be recorded, and forwarded on to the authorities for an inquiry and should be performed by both the individual and by the officer. The review should conclude a report as to how the discrepancy occurred; and who was at fault.

States with poor records at maintaining the accuracy of their counts should be subject to less funding as a result of failing to maintain the integrity of their elections. (I.e. This would be for cases where they have been determined to be at fault for the discrepancy).

If there is therefore the necessity of a Recount:

The total ballots counted are now set in stone (or at the very least provide figures which means you are unable to find new ballots). You are now capable of accurately recounting, without suddenly finding thousands and thousands of 'missed' ballots.
