It was pretty clear that's what they were going to do. They've been doing it at a state level for decades. Al Franken "won" our senate race after they found ballots in the trunk of a car. They did it on a national level in 2018 with Young Kim who went from winning to "losing" her race after they discovered more ballots.
I think Trump knows about this and has been preparing for this scenario. He's been saying for a long time that the mail-in ballots are untrustworthy and going to cause problems.

Yeah where I used to work for example, we'd run an envelope thru the postage machine and it would mark today. You could then send it out tomorrow, a week later, a month, in 2050 if you wanted and claim you put it in the mail and the USPS fucked up. Literally impossible to prove
