I thought scanners looked for specific dots aligned with specific calibration markers on the edge? If that is true shouldn't it ignore the misaligned ones that bleed thru? Or did the bled thru ones bork the system? If borked, this was evil because EVERYONE was handed a sharpie in CA in-person voting.
