I would assume they would:
A: force a timestamp match to ensure ballot was delivered before cut off period
B: force a name match to ensure no one voted more the once
C: Run a blind test through voting machines to ensure they are reporting accurately.
beyond that, I presume there isn't much to do. Although those 3 would ensure a much more fairly reported election. In 2000 they called the election by saying no more recounts.
