  1. Someone receives an unsolicited mail-in ballot.
  2. Person votes for their candidate on mail-in ballot
  3. Person goes to polls on November 3rd and votes for their candidate
  4. Person drops off their mail-in ballot at the Post office on November 3rd
  5. Mail-in ballot comes in, is opened and envelope is separated from ballot
  6. Second vote for their candidate is registered.

We are relying on someone opening an envelope to make sure the ballot is not counted twice (one mail-in, one at the polls)? WTF?
