All counties but 1 are 100% counted

Trump has a little over a 100k vote lead

The one county unfinished in GA has 96% vote in, a total of 439,351 that means 100% would be roughly 458,000 votes. That means there's only 18,649 votes left in Georgia, and Trump has a 100k vote lead.

How is this not called?

I think 96% refers to the amount of precincts not the amount of voters, so 4% of the precincts might have 100k+ or something. Or I could be wrong, and they are probably just trying to find a way to cheat it like they did MI and WI
