The cheating seems really sloppy, I wonder if they didn’t expect they needed so much and made a last ditch attempt? A whistleblower might be easy to come by with the right incentive.

Their method of cheating is heavily decentralized. It relies on Zeolots for the Cause to "do what needs to be done."
