The votes should be counted by members of the military who are from states that are not the state of the votes being counted. That minimizes chances of bias, because it's not their state's election, and to make sure there is a very clear punishment waiting if they are found to have done something wrong. It wouldn't stop everything, but it would be a much better situation than letting corrupt partisan civilians that know they're essentially untouchable thanks to how the civilian court system is do it.
