Isn't there a DEADLINE for mail in ballots? Anything received after the polls close should not be valid.

There is no deadline in PA for mail in ballots. Their Supreme Court ruled that anything without a postmark enjoys the presumption that it was mailed in on election day. 11/6 is when they actually stop receiving ballots.
