2016 was a fluke, Trump was seen as "too unelectable" by many folks (on the Left and on the Right), so the election was largely clean. The establishment didn't like that one bit, so they've been standing their ground, hedging their bets that in 2020, Trump will be voted out. They know that they won't be able to hold out through another term.
