I may be mistaken but I dont think it works like that. Biden won the county by 1 vote, but all votes from each candidate goes towards the overall count, and whoever wins the overall state count wins. Unless you are referring to something else.

Yeah, but hidden among several counties it can be substantial. We know he won by one vote, we don't know how many were added to win by one.

You are right it is a majority vote for 48 states and is winner takes all electoral votes (exceptions ME and NE). Counties don’t actually matter as they are aggregated anyways
