I don't know, a lot of these counties are pretty much 50/50 so a county coming down to a single vote isn't that crazy. If there was some benefit to winning counties I would be more suspicious. But as it is I am not sure what reason the Ds would have to do this. Then again it could just be some petty retard who changed the votes but fails to understand that states elect the president, not counties.
