Allow them to comment and upvote with a scorecard behind the scenes. When the scorecard meets a threshold of upvotes and upvotes on their comments, then let them post. Basically, this would be a qualification. You respect others by upvoting other's comments and earn the respect of peers because you've added meaningful content, they upvote your comments.
