This is the standard deviation and average voter turnout for these elections. An easy way to think about it would be to look at the lowest row. The 99.9999% on the left is the chance that the voter turnout falls between 57.6635 ±12.809. To repeat what I already stated, this means that it is statistically nearly impossible to see what happened.
