That looks exactly like the template I got in Virginia when I voted with the exact same instructions about blue or black ink and there were blue pens at every station, because I checked. So it's not just a PA rule. It's standard operating procedure.
The paper isn't very high quality, they'd just weaken the paper. Plus the place would reek of sharpies if they were being filled out in person...Where ARE these sharpies, PA? Shouldn't they be on your purchase list/inventory? Where did they go, because they'll dry up before the next election...so many questions!
