Felons on parole are lower risk of recidivism compared to those on probation. It's an important nuance. I'm really not again restoring voting rights once someone has done their time and demonstrated good behavior warranting an unmonitored release. I don't think they should be allowed to run for office though.

Felons on parole are still serving part of their sentence. And according to https://www.bjs.gov/index.cfm?ty=pbdetail&iid=4986%20, 76.6% of inmates return to prison w/in 5 years.
