I have nothing concrete for you, but my best guess would be they didn't have the operators in Ohio and Florida as they were run by Republicans. They sought to employ these tactics in states run by Democrats

Ohio only utilized absentee ballots via USPS and not straight up mail-in voting. The SoS mailed applications to all voters in which they had to request the ballot. I believe this mitigated the number of potential ballots being questionably circulated through the postal service and reduced the risk of them being dumped or manipulated.
