Just require a valid form of Real ID to vote.
i think the easiest way to do it, would be create a digital ballot tied to your TaxID. Requires much more information to pay taxes than it does to vote. and the IRS. Even people who are exempt from taxes still have to file.
Once you file taxes a new ballot key is issued/tied to your identity. Can literally scan your state id barcode. Ballot printed on the spot, and ballot key is destroyed.
Polling station immediately closes down once the ballot limit is reached.
The state and federal will know exactly the eligible amount of voters down to the county. Keep a running tally all year online.
Impossible to have extra ballots floating around. The dead don't file taxes. If you don't file taxes...I guess you are not voting.

That being said, there are SEVERAL counties with more than 100% voter turnout. So I can see like a 10% boost in voter turnout being due to regular non voters obtaining a ballot in the mail. I too live in the most cucked state in the US. Having grown in potentially the most cucked area of CA my entire life I know it will be an uphill battle to flip candidate elections red; however, its not just about the candidate elections. While I advocate R wherever and whenever I can, the real difference that I have been able to make in my community is through the local ballot measures which due to being an inherently apolitical issue (no direct R or D) can be influenced to make the state better (I have been a part of campaigns that win ballot measures against the DemonRats with <1% margins in the most cucked of areas).
That said, you should do what will make your life happy and not worry about turning CA red. The best thing you can do for America is find a place to build a family and future while advocating through your first amendment right on how you would like to see your community improve.

Yeah I doubt this considering each state prints their own and often run by democrats. Provide a source with evidence if you want to prove me wrong.
I mean, I don't know if you'd call it a watermark in the sense of the way it is in money. Just identifying marks. However, printers leave a a signature fingerprint similar to the way you can trace a bullets patterns back to the gun that fired it.
I don't know how much work it would be, or if it's even feasible, but ballots from a specific printer CAN be traced back to that printer.
Like if you printed out a ransome note or something from your printer and the feds suspected you. They could print something from your printer and then match up marking that you can't see with the naked eye. They obviously used a much larger industrial printer, but I'm sure it leaves some type of fingerprint as well.

Wisconsin averaging 67-73% turnout in previous elections and then jumping to almost 89% is fishy when that is not typical in other states. That’s another one that intrigues me
