Does it seem to anyone else that Pennsylvania just doesn't want to finish the count until they know what's happening elsewhere? It's almost as if they are afraid to pull the same stunts which happened in Wisconsin and Michigan (i.e. harvested vote dumping) but don't want to count fair in case Trump wins it, while Nevada and Arizona still theoretically on the table?
It's my bet that if Penn declares for Trump, Arizona and Nevada starts counting again.
A recount is all but guaranteed in Arizona as it stands. Not only do I not think it will not help them, if they manually count the felt-tip ballots at that stage I strongly suspect Trump will gain a few hundred to a couple thousand net votes.

Do you know the specifics on how recounts are handled? I mean surely the same people don't count them again?
