You are correct. The problem is Dane and Milwaukee County have always turned their totals in last and magically won the state for the Dems. Thing is they fucked up this time. They made it obvious that something is rotten. In 7 precincts in Milwaukee more people voted than an registered to vote. And you can register at the polls so the numbers account for that. They have always stolen elections here. No one cared enough until now.

2019 population stats : 369312 adults. Total votes in 2020 : 343599
I must be off on the total of eligible voters because that's an insanely high registration /turnout.
