Absolutely, it isn’t all or even a majority and many are patriots and allies but that doesn’t make the issue any less real.
You can do that with any group. There are bad people of all colors and creeds. Guess what? Some of those will be Jews. The classic blame the Jews has been used so many times throughout history.
