Man, I wish I thought of the water marking theory. OG Secret Service had that method down for years. If DHS and and the Department of Treasury did work together to water mark official ballots like they do to US dollars, these fraudsters are fucked.
I see nothing stating that so until I see otherwise, it's a LARP. And while I didn't read the pdf, I did search it and saw nothing about DHS supplying ballots.
There is a video of a woman finding the watermark in her ballot with a lens.
Sure, but it means nothing in the grand scheme. I can find the watermark in my money too but it doesn't mean the DHS supplied the ballots since states provide ballots. States have their own regulations for ballot printing. Private companies print ballots. I'm at work so I can't search thoroughly but I see no cutout stating printers must work with DHS in any way/shape/form.
I'm calling LARP.
I hope to be wrong but i'm not going to entertain this any longer. There are bigger issues at hand.

I'm saying that ballots might be harder to falsify than we think. Even if they are printed by the states.
