non an attorney, layman's opinion

Until and in All PENDING States:

-Any litigation such as which ballots are legally acceptable (like in PENN) is resolved

-Chain of custody for all mailed in ballots is verified. Also, investigation of middle of the night dumps and statistical impossibilities. e.g. There are rules in most states the limit the number of ballots that can be turned in by any individual

-Verification that all ballots in dispute, such as a late arrival, mismatched signature, defaced ballot, etc are quarantined for direct inspection and adjudication

-Suspicious deliveries are resolved, and obviously fraudulent ballots removed (such as from multiple voters in MI that are over 119 years old)

-issues of more votes than registered voters

-audit trail of requested mail-ins vs returned mail-ins, vs acceptance time, etc.

-unfettered access by legal poll watchers is granted, counts must be restarted if necessary

-isolation of rejected ballots

-provision for ballot cures per state guidelines, if done in person and w/ valid id

Some of the states involved could meet the guidelines and restart counts within a day obviously. But it is of vital National importance to have some type of supervised overseeing that has a higher level of legitimacy. For the most part state law has to apply, but evolving state law on the fly must be disallowed.
