I was poll watcher in FL. The system we have here now is pretty damn good.
Absentee ballots are solicited. You have to request them. Then once you send it in (or drop off at early voting) it's barcode is scanned so that if you come later to swipe your "Real ID" driver's license to vote in person, you can't.
Likewise, if you requested a ballot but didn't return it, you can vote in person & if you send that in later, it won't count.
It's all tracked. And all ballots have to be in at Supervisor of Elections office by 7p election day.
