That sounds so ass-backwards. Like the law office I did some contract work for who all used fax machines instead of email to send documents to each other in the same building. They would print a document and then fax it to the other attorney down the hall.
The voting machines themselves are not internet connected. The voter validates there results on screen and on paper. The printed result is on special paper and its scanned/uploaded. Usually one scanner per poll location. So you have electronic and paper results in case of recount.
