A president can't just claim contested states and expect that to stick if the certified results, however suspicious, say otherwise. That's a PR move with no legal weight.

In other words, the state legislatures in MI, WI and PA, all Republican controlled btw, can on their own initiative name the state Electoral College electors. If the bullshit gets piled too high and Trump can't get relief from the courts, this is the nuclear option. All three legislatures can name pro-Trump electors if there's too much fraud to do this normally. They vote Trump when the Electoral College meets. Game over.
