I dont understand why Trump did not fill the 3 empty seats on FEC. They were empty since 2017

Our Federal Election Commission has no quorum and cannot make any decisions or rulings with only 3 out of 6 people. All he would have needed was approval from the Senate - just like SCC but way less scrutiny.
