Basically, each entry in the database would have the following fields: votes for Trump, votes for Biden, votes for Other (could break it down), time reported, reporting precinct.
Any recommendations, and do you think this could be put together (at least in theory) from publicly available info? (I know the info is out there somewhere.)

There are State, County, Federal Sources of GIS that are free and open. It's a matter of what county or municipality one want's to focus on.

Where exactly are you getting to the data points from? Like, I see the Maricopa county map for voting districts, but I am unsure if this is what you are even directing me to with that link. Where can I get to the precinct or county vote tally for a given point in time? USGS collects vote data over time?
I think the problem might be that your usgs.gov link was not specific enough (I think maybe you navigated to the correct location, but that navigation was not stored in the link). I tried searching that site for "election" and was not able to find anything.
One option may be to use Decision Desk (e.g., https://results.decisiondeskhq.com/2020/general/alabama) which let's you download current counts by country. I am not sure if this would work, but it may be possible to download data from earlier time points, but it would take some hacking (I use the term lightly). The download is mediated through javascript, so it's more complicated than just adjusting the file name in a download link (if it's even possible at all). I think the way it may even be set up, though is just to generate a CSV from whatever data is already displayed on the page at the moment (haven't looked into the JS yet).
