Basically, each entry in the database would have the following fields: votes for Trump, votes for Biden, votes for Other (could break it down), time reported, reporting precinct.

I think your census.gov link looked promising, but when I try to follow the links on that page, (e.g., dataferret.census.gov, which is apparently decomissioned as of June) those pages fail to load.

That is odd. I found a pretty good alternative, I think. We'd have to go state by state, but (at least some) states provide the data. Virginia is what I'm looking at now as a starting point. They actually provide it as json files; I just have to put together a script to pull them all.
