In Santa Clara County CA, they elect liberal sheriffs. Sheriff's based as hell out here. Philly's another entire reality, just like Chicago.
They are still a product of their constituents just like the mayors. In Santa Clara County CA, they elect liberal sheriffs. Go up to northern CA, you get based sheriffs.
