Here's why the digit "1" is the most frequent leading digit:
When you count, obviously you start at 1 and go up to 9, 10, and then the leading digit becomes "1" when you count 10, 11, 12,...
So the leading digit is 1 while you again count up to 9... and the you get to 20, 21,...
So the leading digit was "1" all the while you counted (again) from 1 to 9. At some point you will stop counting (when you've counted everything). When you stop, you don't finish the sequence of 1 to 9 with the last digit. So whatever the leading digit was when you stopped, didn't get a "full" allotment of 1-9. So the subsequent leading digits (2 through 9) all have a less probability than 1, because it more often gets it's full compliment of trailing digits.
