No. Dropped mine off in a box right at election office. So mine would only be scanned coming to me not from me. I like your thinking though. It's a good place to start. If ballot were mailed they would be scanned. I rather compare scanned ballots to see if they were turned. If not outgoing scan, how did the voter obtain the ballot to turn it in.
I wasn't the one came up with this idea, but, like you said, it's a good place to start. It looks like they'd know the total number of legitimate ballots that were mailed out at the very least.
They could compare what was mailed and what was returned to a polling place and names. If they are the polling place but never mailed that show irregularities.
Also commercially available to consumers. It's called "informed delivery."
