For a simple minded man like me, what does it mean ?
Bidens vote returns in Milwaukee county violate this law regarding number sets that occur naturally. Trump's returns are normal. This law is used by accountants to detect fraud. It's pretty complex, but these short videos helped me understand the situation more or less.
