He'll win by a tiny margin, have a GOP majority Senate, a razor thin House majority. He'll have no choice but to appoint centrist cabinet positions, he'll basically be the lamest duck of all. The strongest SCOTUS in a lifetime, the strongest circuit courts in a generation, a majority of GOP controlled states. Not to mention over half the country saying he won by fraud. Nothing will get accomplished. Midterms will be a blood bath for them.

The expanded authority of the Executive Order over the Obama and Trump administrations (with scotus rulings) would give Biden the authority to do ANYTHING - and wait for Congress to legislate against it (which they wont do because they are split)
Biden can not win - if he does, we get open borders, amnesty for illegals, Puerto Rico as a state, and we never see a red election again.
