It depends on what the watermark is. If all it identifies is WHERE it was printed, and a larger than necessary number were originally printed, then I am not sure what that would reveal.
If the watermarks correspond to dates and batches that could be traced, whole different story. And, of course, if the fake ballots have no watermark, that would say it all.
This is the only thing that I'm worried about. If there were extra ballot printed and they got ahold of them and threw out Republican votes and replaced then with dem votes. The only way to disprove those would be to check with every citizen.
