My impression is that scan-ins would provide incremental tracking data about where (in the chain) a ballot was last 'seen'.
If there are hotspots of disappearing ballots, it points to a bad actor 'on the ground' in that area,
If clumps of ballots appear in receiving areas that aren't where they should have been expected to appear it would indicate 'kidnapped' ballots being moved and turned in, in-mass, with fraudulent info.
What about the real ballots they took from mailboxes and filled out for Trump? Tens of millions were sent out to be unused and stolen.
This is one tool. It's not the only tool.
