I have been lead to believe that if electors fail at decision, then the HOUSE gets a one-vote-per-state Final Say. [2] Is this true? [3] HOW does this work (who votes)?

[4] Is this the end game: to force a Democrat congress to elect Trump, because R-states outnumber D-states?

The electors meet in December. If neither candidate gets to 270 there, then it goes to the House

Is there a prescribed process ? Who votes for the state?

Each state chooses electors for the candidates based on the results of the popular vote in that state

Yes. Known. If the electors FAIL, then the house votes, but each state gets ONE vote: who is that?
