Question: if the vote ends up in the house, [1] HOW does it end up there?

I have been lead to believe that if electors fail at decision, then the HOUSE gets a one-vote-per-state Final Say. [2] Is this true? [3] HOW does this work (who votes)?

[4] Is this the end game: to force a Democrat congress to elect Trump, because R-states outnumber D-states?

Yes. Known. If the electors FAIL, then the house votes, but each state gets ONE vote: who is that?
