Thats not fraud. Registered voters are not the same as people who showed up to vote, just the eligible who registered. I'd be concerned if CA had 100% voter turnout, abnormally high voter turnout can be a big indicator of fraud.

They literally just didn't vote. There's no big conspiracy. It'd be more telling if suddenly CA had 100%+ turnout for Biden, when their historical voter turnout averages aren't anywhere near that.
