edit 2/ a lot of people, dems and republicans alike, do not vote in presidential elections because the state is historically blue.
they are not 'missing' either. It literally just means 9 million people didn't vote.

Its pretty useless to vote in cali on presidential candidates. I mean I still voted because I wanted trump to win the popular vote as well.
