I have to agree with you. The "watermark" is absolutely improbable. Now the blockchain theory is absolutely possible as every ballot needs a barcode, everytime said ballot gets assigned to a person the states could report it to the secure blockchain. Did this happen? Highly skeptical, but would be a good way to curve ballot fraud.
