What’s stupid is the envelopes and the ballots are separated when they arrive, so you can’t tell which ballots/votes to invalidate. It’s a cluster fuck.

So, there is a caveat here. If these voters moved but could not register in their new state because registration deadlines prohibited them, they could still vote in their old state. Ex, you move on 9/1, the election is 9/8, but the cutoff date to register is 8/28, it is still legal to vote in your old state. It’s even ok to be registered in two states, but you can only cast one vote. That said, most of these people probably moved a long time ago.
