Could they be filling in boxes that are faint or not filled in completely so the machine will read them properly? I mean, they're not even hiding it. Seems like they would be doing this secretively rather than out in the open.

I think it's that the guy and the lady in the top left are filling out ballots instead of counting.
Other two seem to be guiding them in some way.
Holy lord!! The guy in black shirt is filling out blank ballots like crazy! The lady in the pink or red shirt is too, but she is slower at it. The young woman Sitting down, the other woman standing —appears to be pretending to review ballots but they are clearly faking it (for people that are watching them from afar)
