Looks like one person is reading a ballot (the guy) and the other person is transcribing it to another ballot. Maybe their machine only take a certain type of ballot so any other type of ballot must be converted to a readable ballot. I hope theyre not finding invalid (late arriving, improper, illegal...) and converting them to valid, legal ballots..
